1. virtio-1 feature negotiation. DPDK->QEMU->guest
2. virtio-net header size does not depend on mergeable buffers features for virto-1.0

This BZ addresses DPDK side of vhost-user protocol.
The support is already in before DPDK v2.2.0, but I still used it for "Fix in version".
