Goto the service request page and select the failed service which will bring you to the request detail page. You'll notice the reason field has a value of "t". Additional information on setting up quota values: https://bugzilla.redhat.com/show_bug.cgi?id=1227945 Once the fix has been applied, you will see a reason value of "Quota Exceeded".
