Description of problem:
Overcloud horizon returns 500 when accessing the Network Topology.

How reproducible:
100%

Steps to Reproduce:
1. Deploy overcloud
2. Log in to overcloud UI
3. Go to Project -> Network -> Network Topology 

Actual results:
Dashboard return the 'Something went wrong!' message.

Expected results:
Dashboards shows the network topology.

Additional info:
Attaching horizon.log that contains the error.

I have seen this in an OFI install.

This was installed with the Director but it looks that the error isn't showing up with the latest puddle anymore. The error log is attached to the initial report:

MissingSchema: Invalid URL '/os-quota-sets/3641f8fe347749e0af79e8a1dc26887a?usage=False': No schema supplied. Perhaps you meant http:///os-quota-sets/3641f8fe347749e0af79e8a1dc26887a?usage=False?

Thank you, looking at the log, I believe it's a duplicate of
https://bugzilla.redhat.com/show_bug.cgi?id=1235844
and https://bugzilla.redhat.com/show_bug.cgi?id=1235836
etc. (no cinder v2 endpoint).
