Description of problem: At the end of an overcloud deployment, there is a hard-coded reference to instackenv.json, which does not respect the --nodes-json param and can spuriously fail a deployment late.

How reproducible: Always


Steps to Reproduce:
1. Deploy overcloud from some directory that does not contain instackenv.json
2. Pass --nodes-json parameter with path to instackenv.json
3.

Actual results: Deployment fails due to missing instackenv.json


Expected results: Successful deployment

Related to https://bugzilla.redhat.com/show_bug.cgi?id=1242678 - if the solution to that is removing this code entirely then this bug is obsolete.

Verified on poodle 2015-09-05.2. Registration and introspection were made from a directory that didn't have the instackenv.json file in it.
