Hard-coded reference to instackenv.json

Description of problem: At the end of an overcloud deployment, there is a hard-coded reference to instackenv.json, which does not respect the --nodes-json param and can spuriously fail a deployment late. Pass --nodes-json parameter with path to instackenv.json 3. Verified on poodle 2015-09-05.2. Registration and introspection were made from a directory that didn't have the instackenv.json file in it.
