Thanks for the report. Was it "everything" update (dnf upgrade) or "explicit" upgrade (dnf upgrade ... dnf-plugins-core). The symptoms seems similar to [1] comment. It looked from the beginning like an "obvious" packaging error; this time for rawhide.
