Description of problem:

How reproducible:
100%

Steps to Reproduce:
1.Navigate to configure->Access control->tenants
2.For Tenant " My Company " enforce Memory quota and set it to 1 GB
3.Provision a infra VM with memory more then 1GB 

Actual results:
Able to provision successfully 

Expected results:
Quota exceeded message should be displayed
