In RH BZ 1291946, support for co-located ceph-osd and nova-compute with resource management was requested. Under that BZ, work to make TripleO deploy co-located ceph-osd and nova-compute is being done. This BZ splits the resource management component into a separate BZ.

_Implementing_ resource management, i.e. this bug, should be done in OSP11. 

_Documenting_ how to do it with OSPd via a post-deploy script is agreed on w/ Sean Cohen for OSP10 and the documentation will be tracked in bug https://bugzilla.redhat.com/show_bug.cgi?id=1368241.
