Description of problem:
OVSDB is a central piece for OVN, and while a single non-ha local ovsdb is ok when paired with openvswitch, when it comes to OVN NBDB and SBDB need HA capabilities.
For now we have Active/Passive replication, U/S is working on A/A, and we can help with review capacity, eventual coding, documentation, testing and understanding of the design.
This also needs to be handled from the openstack/tripleO side of things to make sure we're able to migrate and setup A/A deployments once it's ready (OVS2.9)

We should target this for 16z at least to evaluate the improvement in the context of BZ1795295 [0]. Some performance testing is required in order to assess if the RAFT clustering will impact the write transaction times.
