Description of problem:
At the time of the RHOSP 13 GA, customers will be able to perform FFU. We need a way to warn customers that this feature should be tested in a pre-prod, test, dev environment before attempting in Production. 

This message should be displayed prior to attempting FFU. When a customer plans to upgrade the RHOSP 10 undercloud. 

The initial message should say: "You are about to proceed with a Fast Forward Upgrade to RHOSP 13. This procedure should be tried in a test environment. Please contact Red Hat Support before attempting this in Production. "

The warning message should change based on the confidence level of the testing of the feature.

We already have several warning messages when running FFU, tripleoclient/utils.py
