Description of problem:
Originally mentioned in comments of bug 1640701. The refresh button doesn't really refresh the repos due to a bug, that should be fixed here:

The existing workaround is either to wait a few days and let packagekit refresh the repos in the background, or run this command:
$ pkcon refresh force
