Description of problem:

There are no deprecation notes in RHOSP 13 release notes [1], I haven't checked all components, but it clearly lacks deprecation notes for keystone [2] and information about removed capabilities [3], [4].

I believe that a number of customer will be affected by this change, especially those doing fast-forward upgrades (keystone v2 was deprecated in Ocata, so it could be complete surprise for those who run RHOSP 1- -> RHOSP 13 upgrade).

I kindly ask you to add proper deprecation notes, so support will be able to provide proper references to customers.
