Description of problem:
When loading the service/explorer view for My Active Services it takes ~2 minutes to load or doesn't load at all

How reproducible:
Always in a customer's environment

Steps to Reproduce:
1. navigate to Services > My Services
2.
3.

Actual results:
page attempts to load for a long time or doesn't load at all

Expected results:
page loads in a reasonable amount of time

Additional info:
~2000 services

We confirmed that the service/explore and service/report_data endpoints had responses in the area of 5-20 seconds but the UI spinner continued after this.  It indicates the frontend javascript is spinning displaying the very flat services tree.
