I believe this was an intentional change, although it's confusing that we show an empty catalog by default for a new cluster. Serena? It was expressed as undesirable when there are no items to show in the catalog... UX needs to investigate more. Thank you for all your response and info This is intentional to select operator backed filter by default. However we will be removing the capability filters altogether. Now by default the filter is `Operator Backed` on Developer Catalog Verified on 4.4.0-0.nightly-2020-02-18-164016 Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
