Description of problem:
Developer Catalog has applied filters by default, it should show All Items without any filter

4.4.0-0.nightly-2020-02-03-163409

How reproducible:
Always

Steps to Reproduce:
1. user goes to Developer Catalog in Dev Console, Developer -> +Add -> From Catalog


Actual results:
1. No developer catalog items are being shown due to the filters being applied. 

Expected results:
1. By default, it should show all Items, then user can filter the items they want

I believe this was an intentional change, although it's confusing that we show an empty catalog by default for a new cluster. Serena?

Sam is right, this was by 4.4 feature design. It was expressed as undesirable when there are no items to show in the catalog... UX needs to investigate more.

This is intentional to select operator backed filter by default. However we will be removing the capability filters altogether.

Now by default the filter is `Operator Backed` on Developer Catalog 

Verified on     4.4.0-0.nightly-2020-02-18-164016
