I believe this was an intentional change, although it's confusing that we show an empty catalog by default for a new cluster. Serena?

It was expressed as undesirable when there are no items to show in the catalog... UX needs to investigate more.

This is intentional to select operator backed filter by default. However we will be removing the capability filters altogether.
Now by default the filter is `Operator Backed` on Developer Catalog Verified on 4.4.0-0.nightly-2020-02-18-164016
