Description of problem:
When createing a new VM, or after the VM is created, trying to add VirtIO-SCSI disk failed with the next WebAdmin popup failure meassage:
Error while executing action:

new_vm:
Cannot add Virtual Disk. VirtIO-SCSI is disabled for the VM

and with the next vdsm.log warn:
2020-02-04 18:04:10,775+02 WARN  [org.ovirt.engine.core.bll.storage.disk.AddDiskCommand] (default task-9) [bc9490de-858b-4dd8-9896-52f199518c42] Validation of action 'AddDisk' failed for user admin@internal-authz. Steps to Reproduce:
1. Create new VM with VirtIO-SCSI disk
2. Edit existing VM and try to add VirtIO-SCSI disk
3.

Actual results:
1&2: failed with WebAdmin failure: Cannot add Virtual Disk. VirtIO-SCSI is disabled for the VM

Expected results:
It should be possible to add VirtIO-SCSI disk to VM.

This bugzilla is included in oVirt 4.4.0 release, published on May 20th 2020.

Since the problem described in this bug report should be
resolved in oVirt 4.4.0 release, it has been closed with a resolution of CURRENT RELEASE.
