Description of problem:
RPM GPG keys are stored in /etc/pki/rpm-gpg.  However, no package ownes this
directory.

Version-Release number of selected component (if applicable):
rpm-4.4.2-15.2

How reproducible:
Every time

Steps to Reproduce:
> rpm -qf /etc/pki/rpm-gpg/
file /etc/pki/rpm-gpg is not owned by any package

This is an EasyFix, but I am uncertain if this package is adequately tracked in
CVS.  Make sure we do this before FC5 final.
