Description of problem:
external-swift-proxy-baremetal-puppet.yaml calls conditions that do not exist, causing deploy to fail

How reproducible:
Always


Steps to Reproduce:
1. Add ${THT}/environments/swift-external.yaml to openstack overcloud deploy
2. Add ExternalSwift* params
3. Deploy overcloud

Actual results:
Deploy/Update fails with

It looks like this [0] change was partially implemented in this version of the template

The upstream version works so we need to ensure the downstream gets that version.  The current version downstream doesn't have the conditions.

It should be noted that environments/swift-external.yaml needs to be updated with the correct variables

this feature is only supported from 16.1 and is tracked by [1]

the issue you are seeing is a known issue in 16.0.2 and fixed by https://review.opendev.org/#/c/720230

in 16.0.2 the feature hadn't been tested/documented/supported yet some code was in tht already; the docs are being written and tracked via [2]
