Description of problem:

We need methods for gathering container statistics and API statuses to be sent to STF server side. 

Preferably, these will take the form of collectd plugins.

Hello, all the fixed in versions are included in the "Depends On" BZs. Do they all need to be listed here as well?

configured CollectdEnableLibpodstats: true in the stf-connectors.yaml
overcloud successfully deployed and libpodstats collectd plugin successfully loaded.
Checked STF server side (prometheus) and saw that metrics are received on the server side.
