can't verify CNO fix until the whole replace master procedure works, waiting on update to https://bugzilla.redhat.com/show_bug.cgi?id=1837953

CNO PR 806 along with openshift/ovn-k PR 306 should fix the issue.

Verified replacing masters works on GCP, AWS with 4.7.0-0.nightly-2020-10-21-001511
