1. Spawn the Satellite using the 6.10.z GA upgrade template
2. Setup the repositories for the Satellite4 upgrade.
3. Run the Satellite upgrade but yum update gets failed to resolve the "createrepo_c-libs-0.17.6-4.el7pc.x86_64" package dependency.
