Tested on Satellite 7.0 Snap 12
Version: rubygem-foreman_maintain-1.0.3-1.el7sat.noarch

Steps:
1. foreman-maintain upgrade run --target-version 7.0 --whitelist="repositories-validate,repositories-setup"
2. foreman-maintain upgrade run --target-version 7.0.z --whitelist="repositories-validate,repositories-setup"

Observations:
Satellite and Capsule upgrades completed successfully from 6.10 to 7.0 (Ystream) and 7.0 to 7.0.z (Zstream)
