Please branch and build python-pynacl in epel9.

This is needed by python-paramiko, which I co-maintain.

Michel -- I see the dependency on BZ 2043725, but I can build the latest version of python-pynacl (1.4.0-5.fc36) on EPEL 9 in COPR today. Is the dependency still needed?

Michel -- I put in a PR for you that seems to pass the CI tests and build properly in EPEL 9:
