Please branch and build mingw-libgcrypt in epel9.

If you do not wish to maintain mingw-libgcrypt in epel9,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package;
please add the epel-packagers-sig group through
https://src.fedoraproject.org/rpms/mingw-SDL2/addgroup
and grant it commit access, or collaborator access on epel* branches.

This package also has a dependency chain that will need epel9 branches before this package could be built.

mingw-libgpg-error (required by mingw-libgcrypt)
mingw-dlfcn (required by mingw-libgcrypt)
mingw-gettext (required by mingw-libgpg-error)
mingw-win-iconv (required by mingw-libgpg-error)
mingw-termcap (required by mingw-gettext)

Now I'm able to log in, but I don't have access to the
settings page.  kalev is the maintainer of this package.

epel-packagers-sig should now have commit access to mingw-libgcrypt.
