Description of problem:
Since Haskell shared libraries no longer live in system $libdir (ie /usr/lib64/lib)
but instead under /usr/lib64/ghc-9.2.6/lib, which is owned by ghc-compiler currently
if only shared libs are installed nothing owns this directory.

This also affects ghcX.Y :-(

Actual results:

Additional info:
Admittedly only ghc-compiler currently links to the shared libs in Fedora.
