Description of problem (please be detailed as possible and provide log
snippests):
Must-gather should support collection of logs from the namespace where the storagecluster is installed. As part of the feature https://issues.redhat.com/browse/RHSTOR-2442, installation of storagecluster in a namespace other than openshift-storage is supported. This will be requred in Managed Service clusters.

ODF 4.13.0-109

Does this issue impact your ability to continue to work with the product

Yes, logs are not collected.

Steps to Reproduce:
1. Install storage cluster in a namespace other than openshift-storage in a Managed Services cluster.
2. Collect OCS must-gather


Actual results:
Logs from the namespace where the storagecluster is installed are not present.

This bug having no release flag set previously, is now set with release flag 'odf‑4.13.0' to '?', and so is being proposed to be fixed at the ODF 4.13.0 release. Note that the 3 Acks (pm_ack, devel_ack, qa_ack), if any previously set while release flag was missing, have now been reset since the Acks are to be set against a release flag.

The feature will be backported to ODF 4.12.z as part of the bug #2174335 . So the change in must-gather will be needed in ODF 4.12.z as well.
