I don't understand why bug 2258100 was added as a blocker bug (see discussion
on that bug).  How can I find the justification for it?  (It seems it was
added by some automated process.)

It's not an automated process, it's a person making a proposal through an app. As https://bugzilla.redhat.com/show_bug.cgi?id=2258100#c12 says, the person is siosm (Timothee Ravier) and the justification is "Virtualization agent failure in default installation in a QEMU virtual machine".
