This has been under discussion at https://pagure.io/fesco/issue/3122 . I have now made a recommendation to FESCo in https://pagure.io/fesco/issue/3122#comment-892727 and proposed it as a PR in https://pagure.io/fedora-pgm/pgm_docs/pull-request/64 .
