For posterity, sip-using packages should now be built using:
BuildRequires: sip-devel
and adding a dependency of the form:
%{?_sip_api:Requires: sip-api(%{_sip_api_major}) >= %{_sip_api}}
the sip-related macros were added to sip-4.9.1-2, and live in /etc/rpm/macros.sip
This will allow us to better-track sip usage, and compatibility
