Description of problem:
For iptraf to create lockfiles and files for statistics, it requires the
directory /var/run/iptraf.  This directory is not created upon the installation
of the rpm.

How reproducible:
Always

Steps to Reproduce:
1.run "iptraf"

Actual Results:  iftraf returned the error message

Warning: unable to tag this process
Press Enter to continue

Upon pressing enter, and selecting "IP traffic monitor" from the menu, a red
popup box appears with

Warning: unable to lock IP traffic monitor on eth0




Expected Results:  iptraf should have run normally, generating neither of these
error messages.
