Description of problem:

In bugzilla  https://bugzilla.redhat.com/show_bug.cgi?id=620149

we opened up the "Users" tab to orgs that have not been given any management entitlements.  This was done to reduce confusion.  It appears that something was missed, as when you click on the "Create new user" link, you will get an ISE if there are no management entitlements.

1.  Create a new org
2.  Log into new org
3.  Click Users
4.  Click create new users
  
Actual results:
ISE

Expected results:
No ISE

fixed in spacewalk master.

we do not need to fix for 5.4 GA. I'm not 100% sure this is a regression. I suspect this is one of various area's in code which were acl'd off incorrectly that broke with multi-org when you create a new Org and fail to give them any entitlements. By default we drop you too the add entitlement page in UI when creating Orgs for this reason.

Based on comment 1, moving to MODIFIED because the fix is in Spacewalk master.

Satellite 5.6 has been released. This bug was tracked under the release.  

This bug was either VERIFIED or RELEASE_PENDING (re-verified prior shortly
before release). 

Moving to CLOSED CURRENT_RELEASE.
