fixed in spacewalk master. 737dc043d14639dbda04c6cca890bbc8e2d74952 Not going to cherrypick unless cliff tells me to :} we do not need to fix for 5.4 GA. I'm not 100% sure this is a regression. I suspect this is one of various area's in code which were acl'd off incorrectly that broke with multi-org when you create a new Org and fail to give them any entitlements. By default we drop you too the add entitlement page in UI when creating Orgs for this reason. In short - punting.
