Description of problem: In bugzilla https://bugzilla.redhat.com/show_bug.cgi?id=620149 we opened up the "Users" tab to orgs that have not been given any management entitlements. This was done to reduce confusion. It appears that something was missed, as when you click on the "Create new user" link, you will get an ISE if there are no management entitlements. Version-Release number of selected component (if applicable): Satellite 5.4/Spacewalk 1.1 How reproducible: Steps to Reproduce: 1. Create a new org 2. Log into new org 3. Click Users 4. Click create new users Actual results: ISE Expected results: No ISE

we do not need to fix for 5.4 GA. I'm not 100% sure this is a regression. I suspect this is one of various area's in code which were acl'd off incorrectly that broke with multi-org when you create a new Org and fail to give them any entitlements. By default we drop you too the add entitlement page in UI when creating Orgs for this reason. In short - punting. Cliff
