Description of problem:
I can no longer loan a system I own to anybody, including myself.  Every time I try, I get the "Insufficient permissions to loan system" message.

Version-Release number of selected component (if applicable):
0.6.17 

How reproducible:
Always

Steps to Reproduce:
1. Navigate to your system's page (e.g. ibm-x3550m3-02.lab.eng.brq.redhat.com in my case)
2. Click the 'Loan' link and enter a valid user (even yourself)
  
Actual results:
"Insufficient permissions to loan system"

Expected results:
The system is loaned to the specified user.

Additional info:
This is a regression.  It used to work before.

Workaround is to add a group your in as an admin of the system, or have an admin loan the system to you. The fix will be released in the next minor release
