Description of problem:
Even from ipv6 networks, ncftp tries to connect with ipv6 if the server
is available for ipv6. So ncftp fails to connect while gftp can connect 
normally.

Steps to Reproduce:
1.Connect with ncftp to ftp.kddlabs.co.jp as anonymous
2.Cannot connect
3.
	

Actual Results:  ncftp cannot connect to ipv6-aware ftp server from ipv4 network.

Expected Results:  ncftp ipv6 support should be fixed, or it should drop it.
