Provide the ability to get an HTML preview with a supplied list of string pairs (untranslated/translated).

Create a view for translators.

Fix translation string generation. See Translate.pm in publican.

See get_msgs in Translate.pm for an example of breaking down strings for translation

get every element in $TRANSTAGS, in indexterm / productname / phrase (where their parents are not a $TRANSTAGS element), and not in $IGNOREBLOCKS

if element has no children (ignoring $IGNOREBLOCKS elements), dump wholesale

if element has children, and the child has no children (ignoring $IGNOREBLOCKS elements), dump wholesale

otherwise process child with rules above
