The change from upstart's behaviour was documented in F15 release notes: http://docs.fedoraproject.org/en-US/Fedora/15/html/Release_Notes/sect-Release_Notes-Changes_for_SysAdmin.html#sect-RelNotes-Boot and in Fedora's systemd wiki page: https://fedoraproject.org/wiki/Systemd#How_to_power_off_the_machine_.3F It is true that the man page does not define the semantics of the terms, but it does refer to Halt and Power-off as distinct actions. |
