This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

dhcp_release is currently used by openstack as indicated in bug 788485
These utils are generally useful to have I think anyway.

I've handled the Fedora side with:

It would be great if these could be included in RHEL 6.3,
after which I can update the EPEL openstack package.
Note the patches above create a new subpackage, which
minimizes and simplifies dependencies, but will require
a reimport into package wrangler I think?

dnsmasq-2.48-6.el6 is built in rhel-6.3-candidate and includes
a new subpackage dnsmasq-utils similar to the one found in Fedora builds
