paulstretch is an audio stretching utility built using the fltk framework. It has been patched to remove dependencies on libmad MP3 library.

Yes there is:  https://github.com/paulnasca/paulstretch_cpp/issues. I think it's a good idea to file the issues mentioned there, and bring url:s into spec.
