In order to massively simplify development for the upcoming BZ 4.4 change that'll get rid of a bunch of XMLRPC calls that SFDC depends on, would it be possible to create a new External Tracker:

Label: Red Hat Customer Portal (Sandbox)
Hostname: cs11.salesforce.com
User to access: bzautomation.dfisher

This will be pointing at my sandbox (as the primary SFDC developer for the BZ<->SFDC interaction, I think that's OK) and will allow me to work in a private branch before pushing to our 'master' branch (which is what's seen in Dev, QA, Stage, and Prod)

there really isn't a Portal equivalent to Comment #1 (my sandbox doesn't have a Portal equivalent)... BUT...

is a fine template.

This works for me in parnter-bugzilla and pointing at the dfisher sandbox.
