Description of problem:
touchpad doesn't scroll

How reproducible:
always

Steps to Reproduce:
1. Try to scrolling by moving finger along edge of touchpad.
2. Wont work.
3.

Actual results:
No scroll.

Expected results:
Scroll.

Additional info:
After
synclient VertEdgeScroll=1
synclient HorizEdgeScroll=1 
everything works fine, but it should be default behavior.

I've had the same problem. The problem in my case was that the default value of "scroll-method" in org.gnome.settings-daemon.peripherals.touchpad is "two-finger-scrolling". When changed to "edge-scrolling" in dconf-editor or via gsettings, everything works fine.
BUT the problem is I cannot set it in gnome-control-center, which is very inconvenient. There is checked checkbox "Two finger scrolling", but it is disabled, probably because my touchpad doesn't support multitouch and I cannot uncheck it. If the control is disabled, its value shouldn't be even read and another fallback value should be used instead (and this value should be shown in the checkbox too).
