Description of problem:
 All äåöÃÃà (auml, aring, oring) characters are shown as a box.

elinks-0.4.2-6.1
gnome-terminal-2.2.1-4
rawhide-release-20030718-1

env shows:
 LANG=en_US.UTF-8

$elinks http://www.helsinki.fi/

The Helsinki website has 'content="text/html; charset=iso-8859-1"' defined in a
meta tag.

This same problem occurs in all websites having those special characters. Also,
this same seems to happen even if the webserver returns charset header.
