[PATCH] no graphical boot with /usr on separate partition

Description of problem:
If /usr is on a separate partition, obviously can't be started before mounting it.

Steps to Reproduce:
1. Set BOOTUP=color and GRAPHICAL=yes in /etc/sysconfig/init
No graphical boot.
Graphical boot after partitions are mounted.

Patch to /etc/rc.d/rc.sysinit starting rhgb after mounting if not done yet.
Added, will be in 7.31-1 or later.
