dokuwiki included non-free files.
Please see GNU Savannah bug number "39596" datails.

I think that this package be affected by GNU Savannah bug number "39596".

Suggests:

1. Remove non-free files and rebuild.

2. Replace fedora free (fedora acceptable licensed) files.

3. Remove fedora repos.

I don't think that IXR_Library.php has bad license. When I click on link mentioned in IXR_Library.php (http://www.opensource.org/licenses/artistic-license.php), it leads me to page where the license is marked as "open-source approved". I also judge that developer of IXR_Library.php wanted the source to be open-source compatible when license link points to www.opensource.org.
