Description of problem: In rare occasions when quickly moving the mouse, a fancy tooltip can get stuck in a popped open state. This is a common problem with JavaScript-based hovers, and I suspect the root cause is that browsers can simply skip firing an onmouseout handler in very rare cases. Version-Release number of selected component (if applicable): N/A, master How reproducible: rare. Very difficult to reproduce. Steps to Reproduce: I don't have a great recipe. Difficult to reproduce. Takes very quick mouse actions. Try clicking a new tab and then immediately hovering over an icon before the tab has time to change. Actual results: A tooltip gets stuck.
