This bug is not actionable yet because Fedora's appstream data is presently bundled with gnome-software. Once the bug blocking this is fixed, turning it on should theoretically be as easy as adding -DHAVE_APPSTREAM=1 to %cmake_kde4 and an extra Requires. I'll happily provide a patch once we get there. :-)
