Description of problem:
https://www.openshift.com/developers/scaling states that once you exceed 3 gears it will disable the head gear when infact it is once you hit 3 gears it will disable the head gear.

Docs should state once you exceed 2 or hit 3 gears

Tested on prod, the sentence has been changed to "Once you scale to 3 gears", so verify this bug, thanks.
