Mistake only seems to be relevant to the OpenShift website. The User Guide for both Online and Enterprise has the following paragraph:

"If an application's ratio of total number of gears to HAProxy gears is ever greater than two, the HAProxy cartridges' routing function is disabled to the web cartridges collocated on their gear. This allows full gear resource usage for the HAProxy cartridges, which continue routing requests to other gears' web cartridges. If the ratio returns to two or below, routing to the HAProxy gears' web cartridges is re-enabled."
