Can't do it I'm afraid. Even EPEL-7 is only getting 0.028. Later versions require TAP::Harness 3.29 or later, and this has a slightly different API than previous versions so its maintainer didn't want to update it in stable releases. See Bug #1018157.

Fortunately, the requirement for the latest version of Module::Build::Tiny is not usually a real one (Karen Etheridge's releases all seem to require whatever is the current version at the time of release, and maybe some others do too), and you can almost always get away with just patching the version requirement down to whatever you have.

As for EL-6, I can't built it there at all because it requires CPAN::Meta, and that requires a perl(version) that's later than the one in EL-6.

Following a discussion with upstream, I have found a way to update Module::Build::Tiny in F-20 and EPEL-7. First, though, somebody needs to review a perl-TAP-Harness-Env package (Bug #1067098).

perl-TAP-Harness-Env-3.30-3.fc20,perl-Module-Build-Tiny-0.035-1.fc20 has been submitted as an update for Fedora 20.
