Confirmed still occurs regularly for me using apper-0.8.2-1.fc20.x86_64 PackageKit-hawkey-0.8.17-1.fc20.x86_64

These are all really old PackageKit versions and PackageKit 0.9.3 in rawhide has a much improved hif backend (it's the new name for the hawkey backend). Can you retest with current rawhide / F21, please?
This problem exists in F20. Hawkey is a "technology preview" in F20, so it's cool with me that although hawkey is still shipping with F20, it's broken, and hif isn't going to be available. But since F20 is supposed to be "supported," the resolution of this task should be "WONTFIX" instead of "NOTABUG." It's a little thing, but I think it's clearer.
