[Docs] [Install] Requirement to install rhevm-websocket-proxy not listed as an optional prerequisite of installation or upgrade to RHEV 3.3

Description of problem: In the Installation Guide, the requirement to install "rhevm-websocket-proxy" prior to installation or upgrade of the engine is not listed in the Installation Section near the beginning of the document. This requirement is only listed in the Appendix B.7. Squid Proxy step 6 "Configure the websockets proxy". The text from the appendix: "Make sure that the ovirt-engine-websocket-proxy package was installed prior to installing the engine, otherwise it won't be correctly configured." **Please Note:** The above text references "ovirt-engine-websocket-proxy" which is not the correct name of the package. Previously, this step mentioned that users must confirm that the rhevm-websocket-proxy package was installed prior to installing or upgrading RHEVM. However, upon investigation I discovered that this package is automatically included when installing RHEVM 33. Therefore, the issue is not ensuring that the package is installed, but rather that the websocket proxy server must be configured, and ideally during initial configuration of the Manager. Because the script for configuring the Manager contains a formal step for configuring a websocket proxy server, this step has been re-written to tell users to do this. Configuring Red Hat Enterprise Virtualization Manager [ 22200-588855 ] Previously, the step for configuring a websocket proxy was included in another step. Now, it has been made into its own step - Step 8. - which provides information on why the websocket proxy server should be configured.
